The more you dig into it, the more absurd the planning around it becomes. Nobody at the Council or elsewhere should be surprised by any of this, as you point out it was written in the NZTA report for everyone to see.

Note that NZTA has not sold the “spare” land around Karo Drive, or, indeed, several of the relocated heritage properties adjacent to the Willis/SH1 corner. Much of the vacant land is covered in shingle (and weeds). Seems like it is land-banked for “stage 3”. After all, the Inner-City Bypass was originally touted as only being “Stage 2”.
